CALDBECK PARISH COUNCIL
Minutes of the Ordinary Meeting of the Parish Council held in the Parish Hall on Monday 11th September at 7:30pm.
Councillors present: Tim Cartmell (Chairman), Norman Atkinson, Paul Doherty, Angela Glendinning, Sue Robson, David Sutherland, Mark Telford, Alan Tyson, Mike Warren, Alison Young
Also Present: David McGuffie (Clerk)
- Apologies
Mike Johnson (Cumberland Councillor) sent his apologies. Alan gave his apologies for missing the last meeting.
- Minutes
The Chairman was authorised to sign the minutes of the Ordinary Meeting of the Parish Council held on 31st July 2023 as a true record.
- Declaration of Interest
None.
- Public Participation
Report by Mike Johnson – Norman read out a statement from Mike. He said that green waste bins would be collected tomorrow (12th Sept). The new Chief Constable wants to see officers out in the communities more.
- High Pike – The LDNPA had agreed to repair/repoint the trig point and that they and one of their sponsors would be willing to contribute towards a replacement viewmaster. Clerk to check if LDNPA would allow a new viewmaster to be glued to the trig point. It was noted that the trig point has been decommissioned.
- Dog waste – Following a parishioner request for a dog waste bin Tim was canvassing a Nether Row resident to see if they would be happy with one. He also confirmed that he now had the LDNPA dog waste campaign signs for any who wanted one.
- Caldbeck Public Toilets
Repair work to Caldbeck toilets is complete, has all been invoiced and the invoices paid. Norman asked if donation boxes should be installed and agreed to look into their purchase. Paul said that the toilets could be added to the options on the QR code.
- Street Lighting
Beech Cottage update – owners were there expecting ENWL. The day after they left a cherry picker arrived – not sure if these are related.
- Caldbeck and Hesket Greens
a) Update on Caldbeck Green – The grass cutting variation has been agreed and a signed copy is awaited. Alison to speak to the school now that the term has started about the interpretation board for the common.
b) Update on Hesket Newmarket Pond – Alison informed the Council that the current planned work was complete, a project summary report had been circulated to Council members showing the improvements and that a project achievement report submitted to Cumberland Council to close out the grant process. There has been positive feedback from Hesket Newmarket residents and the donor had told Tim she was “absolutely delighted”. Alison asked the Councils permission to site a new bench by the pond and the Council agreed that one could be.
c) Commons deregistration of part of Hesket Green – The Brewery indicated that it is happy with the current arrangements. The Brewery to be asked to reconsider and if it would like to make a single donation to cover the years parking for their vans.
d) The planning application for the trees in Hesket Newmarket has been submitted. Tree work application for Howbeck Millennium planting still in progress.
- Property Matters
a) Car parks – QR codes for electronic payments are operational. Paul is looking into adding PayPal as well as QR codes. Signage with the new payment methods will be installed shortly. Car park maintenance will begin in September with it being carried out in sections.
b) Property Working Group – Prior to accepting the annual payment for the BT wayleave Tim has queried why BT have not included some areas where they cross Council land.
c) Fellside car park – The H&H specification for parking spaces received on 14th July is to be used as is for quotes. A waste exemption would be required for the top soil – this would be free.
d) Land at Hesket Newmarket. The Council agreed to accept the three offers, but one potential purchaser was taking further advice. Solicitor fees will be £750 + VAT each. The owners of another property are also interested. To be followed up along with impact on fees – if any.
e) Maidens Hill Garage – The construction planning application states that the land was leased. Egremont records haven’t responded to an inquiry about the lease.
- Speeding Traffic in Hesket Newmarket and Caldbeck
Enforcement actions were undertaken in August and will be undertaken again in October.

EI/132671 – Broken sign, nr Muddy Duck. Requested 13/3/23 Last followed up: 3/6/23 Progress reported – broken sign removed, to be either fixed and reinstated or replaced.
EI/155774 – Fly tipping between Parkend and Whelpo – Requested 8/6/23, Last followed up: 8/6/23 Assigned. Tim offered to take it to the tip if it would fit in his boot.
Notice boards – New boards installed. Cork tiles need fixed better – double sided tape to be tried. Paul to look at options/costs for a replacement public access notice board for Fellside with similar dimensions to the current board (600x750mm).

- Bins and benches – maintenance of existing benches and bins was discussed with Councillors offering to creosote or paint them to prolong their useful lives.
- Road markings – Clerk to ask Highways to repaint the road markings in the centre of Caldbeck.

a) Approved the receipts and payments since the last meeting, noted bank balances, reviewed budget monitoring report.
b) The Council noted that John Brown had undertaken a periodic review of the accounts and that the accounts were in order.
c) Financial limit for 3x quotes – the Council discussed increasing the limit because of increased costs and fees. A new limit of £2,000 was proposed by Norman, seconded by Paul and approved by the Council. This change will be taken along with a revision to the standing orders to the October meeting.
