CALDBECK PARISH COUNCIL
Minutes of the Annual Parish Meeting held in the Parish Hall on Tuesday 9th May 2023 at 7:00pm.
Present: Tim Cartmell (Chairman), Norman Atkinson, Paul Doherty, Angela Glendinning, Sue Robson, David Sutherland, Mark Telford, Alan Tyson, Karen Atkinson, Anne Cartmell, Jenae Dalton, Gareth Wilding, Paul Graham, Alistair MacFadzean and Doreen MacFadzean.
Also Present: Peter Walter, David McGuffie (Clerk)
Peter Walter explained that of the 20 members of the LDNPA 4 were elected by the parish Councils within the National Park one of which was for the Northern Distinctive Area and that he was standing to be that representative. Each of the Councillors in the area has a vote and information about the voting process will be sent out via the Parish Clerks in early June. Nominations close 26th May.
He briefly went over his background and asked what the Councillors were looking for in a representative. The responses were to try and get the LDNPA planners to listen to local concerns, for them to talk to the Council when it has objections and for the successful applicant to represent the Parish Councils and their opinions. He noted that other Councillors were looking for similar representation to the Caldbeck Councillors.
The use of yellow lines to improve some of the parking issues such as parking on pavements within the village was raised. Evidence of a need would be required before they would be installed. It was questioned whether they would be patrolled and if there is sufficient parking in the village.

1. Apologies
Mike Johnson (Cumberland Councillor), Mike Warren (Health) and Alison Young (Family) were absent and the Council accepted their apologies

- To appoint a Chairman for 2023-2024
Tim Cartmell was proposed by Paul Doherty and the nomination seconded by Norman Atkinson.
There were no other nominations
Tim Cartmell was elected Chairman for 2023-24.
4. To accept Chairman’s Declaration of Acceptance of Office
Tim signed the declaration and it was witnessed by the Clerk.
5. To appoint a Vice Chairman for 2023-2024
Paul Doherty was proposed by Tim Cartmell and the nomination seconded by Sue Robson.
There were no other nominations
Paul Doherty was elected Vice Chairman for 2023-24.
6. To accept Vice Chairman’s Declaration of Acceptance of Office
Paul signed the declaration and it was witnessed by the Clerk.

All the remaining newly elected Councillors signed their declarations which were witnessed by the Clerk.
