3.   Annual Parish Meeting – Chairman’s Report 

To receive the Chairman’s Report on the activities of the Parish Council for the year ending 31 March 2021.

4.   Annual Accounts

The Clerk to give a report on the financial position for the year ending 31 March 2021.

5.   Public participation – open discussion

An opportunity for Parishioners to put forward ideas regarding the Parish, ask questions, and raise matters of concern or interest relating to Parish issues.

The meeting will be followed by the Annual Meeting of the Parish Council.

CALDBECK PARISH COUNCIL

Draft Minutes of the Annual Parish Meeting held via Zoom on Thursday 6 May 2020 at 7:00pm.

Councillors Present: Tim Cartmell (Chairman), Norman Atkinson, John Brown, Paul Doherty, Paul Graham, Angela Glendinning, Ian Shaw,  Alan Tyson, Alison Young Poole

Also Present: Tony Annison, Allerdale Borough Councillor, 8 members of the public, and Simon Smith (Clerk).

Mike Johnson, County Councillor and Leader Allerdale Borough Council, sent his apologies.

2.  Minutes

Minutes of the Annual Parish Meeting held on 18 May 2020 were approved.

3.   Annual Parish Meeting – Chairman’s Report 

Tim Cartmell, Chairman, gave his Report for the year 2020-21. He first reported that Alastair Macfadzean had resigned from the Parish Council and thanked him for the 18 years service he had given in two spells, beginning in 1979. Whilst the Parish Council would no longer have the benefit of Alistair Macfadzean’s contributions, he would continue his community work. The Chairman went on to set out the Parish Council’s activities during the last year and his full report is on the website (Chairman’s Report).

 

4.   Annual Accounts

The Clerk highlighted the Parish Council’s financial position, drawing attention to the increased receipts to £28,000, thanks to the £10,000 donation for the National Park land purchase. Payments were £18,000, of which £3,200 were funded by drawings from earmarked reserves for legal advice and preplanning advice on the affordable housing proposal. There were, however, compensating savings as services had not as yet been transferred from Allerdale and there had been no spend on contingencies. Reserves stood at £138,000, £96,000 for the footpath, £10,000 for the land purchase, and £1,300 balance for Allerdale’s affordable housing grant. Other earmarked reserves were £18,500 and General Reserves were £10,200. The Clerk believed the Parish Council’s financial position was healthy and the reserves prudent.

5.   Public participation – open discussion

The Chairman invited members of the public to ask any questions, raise concerns, or make any comments. Paul Marone said he would like to have a memorial bench erected for his wife Sue near the pond as they would often sit there in an evening. He hoped the Parish Council would support his request. The Chairman expressed his sympathy and said the Parish Council would consider the request at its Annual meeting following on from the Annual Parish Meeting when other items of public interest such as Caldbeck Green would also be discussed. With no further questions, the Chairman closed the meeting.

The meeting closed at 7:25 and was followed by the Annual Meeting of the Parish Council.
