CALDBECK PARISH COUNCIL

 Minutes of the Ordinary Meeting of the Parish Council held in the Parish Hall on Monday 9th January at 7:30pm.

 Councillors Present: Tim Cartmell (Chairman), Paul Doherty, Norman Atkinson, John Brown, Angela Glendinning, Ian Shaw, Mark Telford, Alan Tyson

Also Present: David McGuffie (Clerk), Mike Johnson (County Councillor, Cumberland Unitary Authority Councillor and Leader Allerdale Borough Council), Sue Robson (to be co-opted), Mike Warren and Martin Woodham.

Apologies

Alison Young Poole was absent for health reasons and the Council noted her apologies – the Clerk to remind Alison that apologies should be in writing where possible. Tony Annison gave his apologies.

The Chairman was authorised to sign the minutes of the Ordinary Meeting of the Parish Council held on 5th December 2022 as a true record.

  1. Councillor Vacancy

Sue Robson signed her acceptance of office and completed her declaration of pecuniary interests. Caldbeck Parish Council now has its full complement (10) of Councillors.

  1. Public Participation

Reports

Mike Johnson recommended that the Parish Council explain to the parishioners that they should respond to the Council Tax consultation currently being ran by Cumberland Council as it harmonises rates over 1 year rather than the 8 that are available and includes a proposed increase of 4.99% – the maximum allowed without a referendum. This increase is on top of any increase due to harmonisation.

a) Community bus service – it will restart on 6/2/23 and a timetable will be coming out shortly. Passengers will need to register and the charges will be £6 return to Carlisle and £4 return to Wigton. The Council thanked Antoinette Ward for her help in securing this service.

  1. Hesket Lonning Footpath

The Clerk to confirm Matthew Rudding route as he has been told by a third party about a change.

  1. Caldbeck Public Toilets

The toilets reopened as the water leak has been fixed. The Clerk has meeting with GDF about a possible grant for relocation and rebuild on 23/1/23. Advert prices for the refurbishment tender are £87.50 + VAT for the Herald and £325.40+ VAT for the Cumberland News. The Council agreed to advertise in the Herald.

  1. Street Lighting

There is a light spillage issue into Greenways from the Upton streetlight near the Parish Hall. The light installed isn’t designed to be equipped with a shield. The Clerk has enquired about fitting a timer and cost/installation timescales are awaited. The Council approved up to £150 for this.

The streetlight (13) located on the first house (1 Beech Cottage) on the corner of The Street and the road leading to Wood Hall was broken and has been made safe. The Clerk confirmed that there was no electricity supply to the land on the corner opposite 1 Beech Cottage. The Council agreed that at present it couldn’t justify spending approx. £7,500 on a streetlight.

  1. Caldbeck Green and other conservation issues

a) Caldbeck Green – nothing beyond routine grass cutting.

b) Stadledykes – The dyke fellings have not been removed. Alison to review.

c) Hesket Green – The Clerk to approach the donor for the remainder of the funds for Hesket pond now that the works have been approved. The quotes for the work will be accepted subject to approval of the planning application for the tree work.

  1. Property Matters

a) Update on car parks

Alan to supply gravel so Mark Binney to fill holes on both the Caldbeck car park. Hesket car park needs tarmac repaired. Sue to obtain a ball park estimate so that a decision on the repairs can be made and the correct tender process followed.

b) The Coach House, Hesket Newmarket.

The new owners of Old Coach House have decided not to deregister their property from the common therefore the Market Cross will also remain part of the common.

c) Property Working Group.

BT have paid the annual wayleave payment for Caldbeck. The Council is still awaiting information on Hesket Newmarket wayleave payments.

d) Solar Bollard

The Council agreed that the bollard needed additional fixing. Paul said he will stabilise with postcrete when the weather allows.

e) Fellside car park

Response awaited from CCC as to what specification, if any, they would want the car parks to be made to.

  1. Speeding Traffic in Hesket Newmarket and Caldbeck

Mike Johnson informed the Council that due to the observed speeding traffic from the collection data that the Police would undertake speed enforcement actions during January. The Council agreed to await the outcome of the actions.

  1. Parish Maintenance

Caldbeck Parish Highways priorities – The Parish Council’s ability to help identify Highways priorities will not change prior to the formation of the Unitary Authorities.

ii) 2/22/9006 Snow Hill Quarry 1, Snow Farm, Caldbeck, Wigton, CA7 8HL } response outlining its objection to removal of clause 15 which stops HGV’s passing through the villages.

iii) FUL/2022/0275 Doctors Surgery, Friar Row, Caldbeck, Wigton, CA7 8DS – Mr. Woodham presented the application explaining that the aim of the application was to reduce costs and carbon emissions and that the proposal would reduce carbon emissions by ~9te/year. He added that following a reassessment of requirements that there would be 8 units and not 9 as given in the application. Mr. Warren said that his only issue with the application was the potential increase in noise. The Council supported the goals of the application and was pleased to see that the planning authority had asked for noise assessment to be undertaken.

The Council would like to comment once the noise assessment is available but if this is not possible due to decision timescales it has no objection to the application provided that the noise assessment is completed and any noise attenuation measures it recommends mean that neighbouring residences have no increase in noise levels.
